THE COUNTY OF KAUA’I NEW GENERAL PLAN DOES NOT REPRESENT THE URGENT NEEDS, FUTURE DESIRES, OR EXTENSIVE INPUT OF THE RESIDENTS OF KAUA’I.

We, the undersigned, urge the Kaua’i County Council to return the General Plan to the Planning Department to develop a General Plan that first and foremost reflects the urgent needs, interests and quality of life factors that the residents of Kaua’i require and deserve.

1. The new General Plan proposes no framework and no serious actions to manage the growth that threatens our island.
2. The new General Plan is inconsistent
a) in it’s portrayal of policies to guide growth
b) in the data on population projections and visitor use
c) in proposed new growth areas reflected in the designated land use maps

As a result, changes to land use zoning and major developments are proposed for communities that do not support these actions. Major development proposals should be determined through local community planning process.

3. The new General Plan contains no significant implementation plan and consequently is not binding, nor is there any accountability.

We do not need a General Plan that was written by and for developers and the tourism industry.

We do need a General Plan that will create balanced, sustainable growth, diversified job opportunities, and protects Kaua’i’s environment, rural character and quality of life.
